Residential Permit Parking

Residential Permit Parking Zones (RPPZ) are areas where parking is restricted to only the owners and residents of that neighborhood (and their guests) for set periods of time. Generally these zones are requested by citizens that live near destinations that generate a lot of traffic, such as a university, high school or commercial center. Residents pay a small fee ($15-20) to obtain a parking permit that is permanently affixed to their vehicle. Each household can receive up to three visitor passes for guests as well at no charge.

The process for seeking and obtaining a RPPZ from the City Council is outlined in Turlock Municipal Code Article 4-6-1.

In general, the process consists of:
  • Submitting a petition and application fee for City staff to conduct a parking study
  • A recommendation by the City Manager to adopt a new RPPZ
  • A public hearing held before the City Council, and
  • if approved, the installation of posts and signs by the City

As of February 22, 2023, the application fee is $748.00, which reflects the estimated cost-recovery (true cost to the City) to perform the parking study. If the RPPZ is approved, there are no additional costs to the residents for the signs.
