Building Inspector, Trainee
DEFINITIONUnder direct supervision, to assist in inspecting buildings andstructures in all stages of construction, alteration and repair; reviewingbuilding plans and specifications; enforcing building, plumbing, electrical andzoning codes and laws; issuing permits and collect fees; and to perform relatedwork as required.DISTINGUISHING CHARACTERISTICSThis is a trainee level position in the Building Inspector series.Positions assigned to the trainee class perform more routine and standardizedtasks. The Building Inspector Trainee is considered to be in a training statusfor a minimum of six months. Incumbents are expected to promote to the BuildingInspector I position within twelve months of appointment. Promotion to theBuilding Inspector I position will be based on the incumbent’s demonstration oftheir ability to assume the full range of duties for the Building Inspector I.A Building Inspector I may promote to a Building Inspector II after masteringthe full range of inspection expertise and possession of an ICBO certificate.The trainee is a probationary position. Once promoted to Building Inspector Ithe incumbent will serve an additional one-year probationary period. Failure tomake continuous progress and/or failure to promote to Building Inspector I atthe end of twelve (12) month will result in termination. The DevelopmentServices Director may extend this deadline under extenuating circumstances.SUPERVISION RECEIVEDGeneral supervision is provided by the Chief Building Official ordesignee. Technical or functional supervision may be provided by higher levelbuilding inspections personnel.ESSENTIAL FUNCTIONS: - Duties may include, but arenot limited to the following: Make     field inspections of residential buildings during various stages of     construction and remodeling to assure compliance with applicable codes and     regulations of the City, County, State and Federal agencies. Issue     permits for work to be performed. Assist     in the checking of building plans. Coordinate     inspection activities with other City departments. Confer     with architects, contractors, builders and the general public in the field     and office. Update     and maintain records and files. Perform     related duties as assigned. Receive     building permit applications and check for completeness.MINIMUM QUALIFICATIONS:Ability To: Learn     to perform building inspections in a variety of specialty trade     areas. Incorporate     time management, planning and organizing skills in the performance of     job. Use     effective oral and written communication skills to deal with the general     public, using courtesy and tact. Relate     interpersonal sensitivity, assertiveness and stress tolerance, to function     under stressful situations. Handle     several tasks simultaneously while maintaining accuracy and attention to     detail in an environment of frequent interruptions. Work     effectively with other governmental entities, private interests,     contractors and professional clientele. Read     and interpret building plans. Make     arithmetical computations rapidly and accurately. Learn     to enforce a variety of zoning regulations and related City codes. Understand     and carry out oral and written directions.EXPERIENCE AND EDUCATIONExperience:Two years of responsible construction experience equivalent tojourney level construction work in the building trades involving work done inconformance with standard building, electrical, mechanical systems and plumbingcodes.OR: Possession     of an International Code Council inspector certification in any building     trade.Education:High school diploma, GED, or equivalentLICENSE OR CERTIFICATEPossession of a valid California Driver’s License at the time ofappointment.PHYSCIAL REQUIREMENTSMaintain the following physical abilities: see well enough toread, write, make observations, view computer screen, read gauges and otherinstrumentation as well as operate a motor vehicle; hear well enough toconverse on the radio, telephone, and in person; use hands and fingers wellenough to use computer keyboard, write, file and answer telephones; bodilymobility to walk on uneven surfaces or sloped surfaces such as constructionsites and roofs, bend, stand, climb on scaffolding and ladders, and be able totolerate extreme fluctuations in temperatures while performing inspections orother duties.
